TEMS
The TEMS (Training, Employment, Maintenance and Sustainability)
Project brought together experts from most SAUL regions. It examined
the feasibility of developing a programme for construction and long-term
care and maintenance, by training and employing people suffering
the consequences of long term unemployment, economic and social
exclusion. Through a Joint Planning Group experiences were shared
on different approaches to this challenge, including developing
intermediate labour markets. Each region used their investment projects
as test beds for engaging unemployed people in landscape construction
and maintenance, with structured training programmes.
